I need help to do a seed

Hello, I want to do a region seed based in Valencia, Spain. I used a picture with no text at all, just white terrain and blue sea, and the game doesnt detects the seed. The coast biome is enabled, rivers are enabled, but still no sea. What should I do. Is there any way to make the game aware of the sea of the picture?
Btw, Im a Smartphone player, so i think it would be harder to search for a solution

I think the problem is that the picture is too white. Black represents the sea, but you have less black area in the picture.
