New City isn't populating

I have recently launched a new city next to 4 cities which are thriving in my map with population around population of around 20k and 40k but now when I am zoning new cities, I am unable to bring any inhabitants. I have connected it with utilities as well but still, no sign of any population incoming.

I'm having the same issue with the 5th map which is 4 time the size of the 4 previous maps, built poor residential zone, water tower, even solsr plant with wires and a small industrial zone and still nothing, Noone comes.
