Missing National Country Road

Hi I'm new here, I need help, the national country road that paid by the state is missing. Also, the Mexican highway is not biuld properly when I build a zone to the existing highway. What should I do?

It might not be the wrong place. He might have a plug-in that attempts to override the ID for example.
