Need Tutorial Unlocked-like SDA Buildings

Previously I introduced myself, I am a veteran TheoTown Player since 2015-2016 that started my Plugin project on Late 2021 with my first plugin is INDONESIAN WATER TOWER.
Okay back to topic. Can you teach me how to write SDA-like Plugins?
I means The structure can not being builds when that building not reach any requirements such as CITY LEVEL, RESEARCHED TERMS, or NEED SOME STRUCTURES for unlocks the Structures.
