Check the residential demand for ₮, ₮₮, ₮₮₮
If the residential demand is high and people still don't move in
1. Build park and low edication buildings around ₮₮ buildings
2. For ₮₮₮, refere to 1 but also for high education and sports buildings
3. Also check commercial and industrial demands
