World generation is hardcoded and can not be modified by json. However, buildings can specify a spawn behavior that will be applied on map generation. I think as topic about searocks had an example in it.

Do the spawning mechanics that can be used with decorations apply to all building types or can the spawning mechanic only be used by Decorations?

Probably won't work for RCI, as nothing is zoned on a new map.
More considerations:
- is that the building should probably be 1x1.
- buildings with high monthly prices shouldn't be placed this way.
- any building with any kind of price should have a low
