Metro should be an early level transport like say Village 3 cause how the F do you connect islands without it being too expensive in msintinance cost early in game

you could build a causeway, no/very low maint. cost.

I dont fully disagree but which village has been connected by a metro. Road transportation is cheaper and reasonable than making a metro, also in real life. U can connect the island by ferry, if its added.
