Some Achievement bug?
Apparently, you can unlock the "De-escalating the situation" achievement by calling in police to a protest, despite the description saying "Call in SWAT to stop a riot". Now, i don't know wether this was a bug or intentional.

SWAT are police, so probably intentional.
