Pink Building Glitch

Hi, I'm new to the forums, I realized something that I don't know whether to consider it as a bug or a glitch, and that is that there is a pink building (low class)that whenever the lowest happiness is generated naturally is at 50% and it is always environment something which bothers me a lot. Well I just wanted to say that and if someone has a solution, thanks for read.

I think this is just normal.
Especially when they newly generate.
