Well, last 50-70 game years i don't build my city. I collect theons and terraform lands, and i've got several ranks. How i have 115k inhabitants and 51th rank ("small universe" or smthng).

Well I mean "small continent" with less than 50k inhabitants is stupid.

Way to easy to get city points, population should still have an impact
