Euro-style city

Finally decided to do things Euro-style.
Isn't it basically small blocks of residential areas?
And you probably know this, I believe Barcelona are grouping 9 blocks of residential areas to create a super block to maximise foot traffic and really decrease vehicular traffic by creating more walking space and less roads. Maybe you could incorporate it into your city?
