Fill Tools (ground & zone)

This tool can help you to fill the spesific area only with one click or more and spend all your money.
Usage: build area with buildings, roads, water (for zone tool), or zones (for ground tool) around it; pick a draft from map, and click on the tile inside the area. and boom, java heap memory out
Note: interactive mode can prevent accidentally click that may caused the city filled with water.
