Clear your cache game and restart the game. This should probably works.

yeah i restart my game everytime i delete/add plugins.
this is steam vision so i don't know how to delete the cache
maybe it is doomed to be 2 mysterious missing deleted plugins because they got suspended?
i just find the number annoying. maybe i'm OCD
