Suddenly I can't accelerate during gameplay. If it is possible to restore the license, please let me know how.

It's something that speeds up time.

The fast build time is time specific (10 min) and applies to all maps you visit within that time. The fast forward speeds up traffic and other actions and can be paused by choosing a slower speed again. It is specific to the map you apply it to.
