I've been creating plugins for almost a year. and it became interesting how a person becomes a privileged creator of plugins?

Maybe someone can become a privileged creator by creating a lot of featured, highly positive-rated and quality plugins.

I already tried some long time ago (3 months, I guess) but they still didn't approved it. How to get the requirements to be approved there?
