Some times I see some casinos pop out in commerial areas. If I click on casinos, I can use 30 diamonds to get 20% chance to win 100 diamonds. I wonders in what conditions would it spawn? Do you have casinos in your cities?

Yes, it is an in-game commercial. Prerequisite would probably be level TTT residential.

Some of the latest versions of the building haven't been using diamonds however, but Theons.
