Yes, although Theotown is a great game, I think there is one thing it is missing and that is shading. If you look at a place on a map with no roads or buildings, and at the same time focus a little: After a while the ground will start to look vertical instead of flat. This is a sign that there are deficiencies in the shading.

He's probably talking about how it is rather difficult to see the difference in terrain heights in game without the grid to make it clearer; he's suggesting making the shading, AKA the shadows on hills sides stronger/darker so it is easier to see when a hil hoes up for example.

This would be extremely resource intensive on a game that is already somewhat resource intensive.
