On my phone, Redmi 11E Pro. On all sites TheoTown there's all
accounts filled with these pictures like wthell is this cat and smile.

Accounts are filled with such images in the form of what? Is this the avatar of all accounts, a description, or something else?

Are you talking about the pixel profile picture user3663 has?
It's a placeholder profile picture for users who haven't gotten their own profile pictures yet.
There are others too. But the one user3663 has might be the common one as I see many people with the same profile picture.
