Shipyards??

Quick (and probably stupid) Question: How do i get shipyards into my city? I've tried to use that zone tool but nothing has worked!

You mean the harbor zone? Harbors are (currently) low level industry, so you have to have demand for it in order to get some :)

Harbor zone, sorry. I do have a large demand for low level industry.
