Since automatic disaster has been added, TheoTown have more challenge. But we need more challenge, add worker on all service building, such large fire station, police station and more!.
NOTE: This idea already informed by LOBBY. But LOBBY don't want to add it

I tried it on power supplies. But it will generate income and monthly price won't work even if we put it. Logically it should not generate income since the government provided the service. Maybe that's why the workers part are not added.

There are ways to do it but, it is a complicated math equation for it to be come justifiable and right/other right term for enough or satisfyingly right.

If workers were added to these buildings I think the best way to implement it is to add another system that lets us adjust funding for specific services. That way, we could decide how many workers we want to pay for.

King Tut's idea sounds great. SimCity 4 also allowed funding adjustment so that the range of service buildings can be adjusted too.

On the other hand, how does having workers in service buildings cause unemployment? If anything it should create more jobs.

When service building are not have a worker, the building will not produce their service production.
For example Nuclear Power Plant need 800 workers. When they only have 6 workers, that means it only produce 0,75% energy(4 KW/H)
