Plugins

Hello,
I am new to this forum. I have 2 questions about plugins (hence I am in this category, since it's in general about plugins but nothing specific). My first question is, does any plugin with interurban transport exist, other than the trains (Intercity plugin)? I am thinking maybe interurban buses, or anything else like that?
Second question is, what programming languages do you use to develop plugins for these games? I would like to learn programming and am interested in which languages are used.
