No construction plug in?

is there a plug in where buildings can be placed without construction? ive seen it used before but i cant seem to find it :?:

It is actually possible, just set the construction value to 0 and buildings appear without construction, unfortunately I do not know of any fully developed building plugins that have no construction.

There was 2 buildings under construction they were under Commercial gl
