How do I get a tower?

So bassically, I made a city, but for some reason, there are no towers. Can someone tell me why? :bq

If they don't want to build towers (even though they have the conditions), you can always manually build a tower and force them to live/work in it

And boom! The problem disappears.

(just make sure that when you manually build stuff you set it as untouchable, or else ykyk)
