More realistic waste disposal

I think waste disposal should be made a bit harder in Theotown, because in real life it is one of the biggest problems yet in Theotown it is really easy to deal with. Even the landfill, which is the worst option in the game can be surrounded by trees and cleared every now and then, no problem.
So I think instead the landfill should work as a zone. You zone an area as landfill and that area emits pollution and gets rid of waste. Similiar to the normal in-game landfill. BUT, after some time that plot of land becomes filled up with waste, making it unusable and you cannot get rid of it, forcing the player to make the zone bigger, and so on.
Then eventually you have to find an alternative, such as the incinerator, because you don't want your whole city to be a landfill. One an incinerator has been built, you can clear the landfill zones. But it will cost some money. Also I think the incinerator should be a lot more expensive and cause more pollution, as it gets rid of all the waste.
Now, how can you fix your pollution problems? I think there should be an option for an environmental research HQ or something, which costs a LOT of money and can only be unlocked at conurbation level. It influences high education and reduces waste drastically (Because your people have found alternatives that create less waste through their research). This should also reduce pollution from your incinerator or even landfill zones. Because less waste is being burned/dumped.
