In my phone. I use pixly for creating building is easy. But for my pc adobe photoshop is so hard

I just use MS Paint (My computer is a Windows PC)

I use Gimp (pc) for my plugins.
Do not draw on phone cause idk if there are apps that support at least layering and noising out there

I think a lot of pixel art apps on the phone have layering support. Not too sure about noise though (You can kind of simulate noise with Pixly).

Try your pre-installed MS Paint (not Paint 3D), if you use it alot you'll understand the other buttons and stuff in MS Paint.

I recomment paint.net (free version)
I havent tried it yet but it is great for pixel art

Same, I also use Gimp for my plugins but I wasn't good at shading back then, so the buildings looked like plastic bricks with random spots, also I said random spots because I use the noise function to add that noise
