reminds me of The Simpsons: Hit and Run. I had it on GameCube, kind of a Simpsons version of GTA.

Yes,it's from the weather machine. I had a island with only weather machine on it and that little guy spawned and drove in circles

I'll check it again if I have a weather machine because the last time I entered it, I don't have it yet... Maybe I just forgot that I built a weather machine that time...
