How will be for my id for my plugin and please design its called Emergency Service HQ that building will be a main police, fire station and a main medical hospital width 4 hight 4 please let me download your degins.

You think of your own designs for your plugin, kiddo. It is up to you on what the design is going to be, is it going to be simple block-cube like building? Is it going to be a cylindrical design? Please specify more on designs. Building design? Plugin design? Your understanding of design is broad so I don't know what you meant if design?
On id, you can type anything on the id section in the code as long as it has no similar ids that are possessed by other buildings in the game.
P.S: Do not expect almost anyone here to design buildings or anything for you, learn it yourself or as I call, DIY.
