Road capacity adjusters?

Is there a way to adjust the number of cars that use a certain road? And if there is none, can one be added?
For example, I have two freeways that are each 12 lanes wide. The Cierra Freeway moves through downtown and the Ace Freeway branches off a couple miles out.
I want to make it so the Cierra Freeway has more traffic than the Ace Freeway. The two freeways are in different parts of the city, and so downtown traffic taking the Cierra Freeway should be much, much heavier than traffic taking the Ace Freeway through light residential neighborhoods.
