sorry for the long absence, but how do you install plugins into Steam without using the plugin installer in the game, like is there a way to install plugins manually into your PC or are you just have to install them from the game instead? (like putting the plugin via into a folder like back then in android phones), where you just have to put the json code and bmp file manually into the plugins folder.

The files of the game are stored in your user folder
C:/Users/<your username>/TheoTown

There you will find a folders to install plugins
