Tired of too much waste in your city? Mr. Wepf from Wepf corp. present you with the new "Garbage atomizer"!!! It was inspired from the one from simcity

Waste capacity: 250,000,
Noise influence:-1 ,
Waste disposal influence: 3500,
Smoke animation: Yes,
Night animation: Soon,
Winter animation: NO
Reason: The plasma heat is too much hot that it cound melt snow

The fact that waste disposal currently works for you, is likely a bug subject to removal.

I'm pretty sure waste disposal has been made a non-privileged function not long ago.

I think it should not be a privilege function because the code is pretty similiar to "provide aspect health care, education low, education high"
