Do plug-ins have more editability?

Can the producer of the plug-in modify or add the construction sites (scaffolding and tower cranes) that appear when building buildings in the game, the disabled building forms (gray) caused by resource problems, the disabled building forms (ruins) caused by man-made or natural disasters, and so on?
