I think it's probably impossible as long as the developers don't include it in the region generator. I do think that a moon decal plugin might help you. Generate a regular map, replace grass with that moon decal. Problem is, I'm unaware of any moon decal plugins...

You would need to go to the moon in single player, then go to the game files and extract the blank moon map file to a region folder using file manager, make a region using file manager and then import the region to TheoTown, I might make a downloadable region for the moon for others to download in the near future
