Tram Plugin

Hello! I've always wanted trams in my town, I found some tram plugins in the store, but they are lame, because I can't really set how I want my trams to go. I'm on a beta version of TheoTown, and idk if its a beta feature, but if I go into my town info page, there is a mass transportation tab, where you can set routes for your buses for example. And I want to make a plugin that (almost just) duplicates the bus mechanic, and everything, but i make a custom track, and veichel for it, but it will show up in the mass transport tab, and it will work like the bus "managing system" for example. Can I do that?
