people not coming into houses when everything is in order like they have energy, water, education, park and sports stuff, but its grey and has 0 people in there! not a bug necessarily but i dont know how to fix it

Even if the demand is high, it Is not possible to house people into your building. Idk how to solve it.... At first, they will house in to those homes when it meets the demand, but it stalls whenever something happens, they go away and never come back. It's a bug, I guess.
