Transport Tycoon achievement bug?

So I tried getting the Transport Tycoon achievement in TheoTown. But weirdly enough, I did not get it despite the fact that I made a bus depot, and made a route for my Citizens.

Notice how it's locked.

This was also the problem with my other cities. Is this a bug? If so, can it be fixed?

Get a plugin (from I think lobby) called "Achievement indicator" or something called like that, and when you load into a city, there should be a button that show a /

First, that's from JustAnyone.
Second, it displays if a checkmark always except when I'm in a Online City.
It doesn't show if I the player could get certain achievements.
