Technically, yes, u can make a plugin just stealing resources without need of ur own frames, but it will depend a lot on what you want to do, remember that without a manifest you will not be able to use it online either...

What exactly do you mean with optimization problems, the game is quite fluid, or u are referring to the plugins? That is responsibility of the plugin creators and no one forces u to download poorly optimized plugins

I understand I am replying lately to this thread. I have tried searching it on the plugin store but it is nowhere to be found, so, since the plugin is currently under development, I believe @THEMAX is currently reworking it over again for some inconsistencies and errors therein.
