UI changing plugins is not an officially support thing. One approach could be by replacing textures to recolour the UI. The other approach would be using Lua and messing with GUI objects that way, though both approaches require privileged context and the latter is prone to breaking.

Actually, I just want to do same thing like in this topic, I like it, so I wonder how to make them.
