I think it is important to separate the high and low quality plugins. Creators will get more motivated if high plugins have high rewards. Maybe it's an idea to have grades based on the quality of a plugin.

It actually goes a lot easier with gimp, you have an option to fill a with a pattern but I assume it's only about pixly

I don't think there is a need to continue this. Recreating all the buildings take a lot more time than putting an overlay on top of it.
