The condition to place road decorations was which means that only if common flags are set the decoration can be built. I'll change it so that you can always build decorations on roads without flags

Thank you for your report, this sounds similar to an issue where the game UI disappeared after opening the notification tray. An update for that will be available within some days, let's see if it also fixes the crash

What I would do is to replace the whole building with one that spawns cars once the upgrade was applied using Lua or Fun.
