Hi. I am playing TheoTown in a region created by me. I have all the buildings covered with hospitals, all in green, and even so epidemic outbreaks begin and nobody is happy, I continue creating hospitals, I even put 4 in 3 blocks, but there are still outbreaks and unhappiness. Do you know what it can be?
