The random cars are spawning from the buildings next to the highway. Even though a road connection is required, they'll go straight to the highway if they can.

Shhh it's a joke i know that

That is because you moved the oneway ramp.
Where you had had it, you had changed the direction of that highway tile when you connected the one way ramp there.

You can get it black again by using a oneway road over it, placing it in the direction of travel. It doesn't cost any Theons, and restores that highway tile to usefulness.

Or, you could just place highway over it again.
