You can use any simple text editor. On PC I recommend Notepad++ as it also supports syntax highlighting and is a powerful tool overall.

For example QuickEdit. There are also many specialized tools for JSON, but a text editor is sufficient (I like them more as I have there more control about what I'm doing).
