At the beginning I thought that because it had many streets and my "transport at 99.3%" and many paths leaving industrial areas, that's why it didn't work, so I built a city with trains as a means of transport and even so it remains at 0% I use it, if anyone knows how it works or if it works, send me images or tips, thank you
