Best city-building game

Best city-building game
What game is the best? I know there are many other games. But this ones are pure city-building games.

Well, SC3 was my first city-building game. And i had totally loved this genre but not the game SC4 was much better but i hated it too.
Then i found CXL. Great game, almost perfect! But it was really buged.
Then SC5 and CS was released. I just ignored SC5 and start to play CS. It's also almost perfect. CXL and CS are both great games, no one of them is better, they are different. But CXL is "dead" and CS is "alive".
About TT. Great game and it will be greater! And i have to say TT is the only city-buildin game on android. I know there are SC Buildit and other, but they are city-farming games. It's just waste of time.
So what is my choice? I have to choose between CS and TT

Heres my opinion.
CS: Is by far the best city building game ever, i play it on my laptop with a HD4000 graphics but this is on the lowest settings, but i just can't get into it anymore.
CXL: Is okish, it acts like a city builder but lags when you reach high population due it still using 1 core rather than multi cores, very weird.
SC: Is a good game but it has small maps, roads don't always snap and some times roads and the pavements are out of place.
TT: Now i for one is all about graphics, anything pixelated is a no go for me like minecraft the graphics are horrible because its all pixelated but thats how minecraft is meant to be, now TT also doesn't have top graphics but weird enough i absolutely love this game, the good thing with TT compared to others mentioned you can take this out with you, car journeys, bus journeys anywhere really and the best thing of all... its free

Never played the above 3, because I literally didn't have computers since the last one. But I'll leave a review.
Cities: Skylines to me, is one of a fully contained city simulation games, because why? Everything is in the game itself, and even you can mod it. Simcity is one of my very first city-building game I've ever played I usually play it using an emulator, at first it looks confusing but I got into it
Simcity buildit is kinda pay to win so...I'm still ok to it
and Theotown...WOW!
looks like SC2K but the land is green instead of yellow lol
PS: I have the hacked version of SC Buildit

Simcity 4 was my favorite game when I was seven, but some of the challenges were difficult to fix.
SimCity was a fantastic game with wonderful graphics and music.
I've never heard of or played cities skylines .
I found TheoTown on Google Play, which is cool and excellent for graphics and pixels .

Game design is hardly my field , but I would guess this makes the game easily accessible to modders , and is why there is such an incredibly large and varied number of plugins.
To me that is a big plus . Not everyone is going to want to build the same kind of town , and game designers, no matter how brilliant they might be , couldn't possibly forsee or cater to every taste or interest.
I wound up playing Theotown because it had such a uniformly positive number of reviews in the playstore. The motives of reviewers are not always objective , but in my experience, that many positive reviews points to an excellent game , and I was not disappointed in that assumption.
I have not , in fact , played any of the other games listed.
But on account of all that plugin activity, and the positive nature of the community playing it , and finally that such a complex, in- depth game can be played on a phone with few or no problems , Theotown confidently gets my vote.
