It actually goes a lot easier with gimp, you have an option to fill a with a pattern but I assume it's only about pixly

I know GIMP has that feature, but that's not really available to people on mobile devices

Use GIMP or Paint.net in PC, create frames and JSONs, export to the Drive and import it in Android.
