You cannot send firefighters to structures that are burning, the fire stations are located with roads but it does not let me send the signal to send the firefighters

If you have a video of the bug, much better, normally is not possible when the fire station in range does not have access to that building.

Or if the station is too far away, mark a point closer than if it left you mark them there and then the burning building.
